Arcadis seeks a Safety & Security Manager for our team in Selma, California. In this role, you will be responsible for developing, implementing, and overseeing all safety, health, and security programs for a large-scale high-speed rail construction project. This role ensures compliance with federal, state, and local regulations, project requirements, and industry best practices to protect workers, the public, property, and critical infrastructure throughout all phases of construction.

Role Accountabilities

  • Develop, implement, and maintain the project Safety Management Plan in compliance with OSHA, Cal/OSHA, FRA, CPUC, and project-specific requirements
  • Lead hazard identification, risk assessments, and mitigation planning for all construction activities
  • Conduct regular site safety inspections, audits, and observations; ensure timely corrective actions
  • Oversee incident reporting, investigations, root-cause analysis, and implementation of preventive measures
  • Manage safety training programs, including orientation, toolbox talks, and specialized training
  • Ensure subcontractor safety plans and activities meet project and regulatory standards
  • Track and report safety performance metrics (TRIR, DART, near misses, etc.) to project leadership and owner
  • Coordinate site access control, badging, fencing, surveillance, and guard services
  • Assess security risks related to theft, vandalism, trespass, and critical infrastructure protection

Required Qualifications

  • Bachelor's degree in Safety, Engineering, Construction Management, or related field (or equivalent experience)
  • Minimum 810 years of safety leadership experience on large civil, transportation, or infrastructure construction projects
  • Strong working knowledge of OSHA/Cal-OSHA regulations and construction safety standards

Key Skills & Abilities

  • Experience managing safety programs for multi-contractor or joint venture projects
  • Proven experience conducting incident investigations and regulatory reporting
  • Strong leadership, communication, and organizational skills
  • Ability to work full-time on site in Selma, CA

Preferred Qualifications

  • Experience on rail, transit, or high-speed rail projects
  • Knowledge of FRA, CPUC, and transportation-related safety requirements
  • Professional certifications such as CSP, ASP, CHST, or equivalent
  • Experience developing and managing project security programs

We offer nine paid holidays and 20 days PTO that accrue per year. The salary range for this position is $235,000- $265,000. Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
